Apply Now for Non-Resident Archery Deer Permits:  The online lottery application period is now open for Non-Resident Illinois Archery Combination Deer permits for the 2012-13 deer season.  The deadline to apply is June 30.  Non-resident hunters can apply for the lottery through DNR Direct Online License Sales at this link:  www.dnr.illinois.gov/online or by phone at 1-888-6PERMIT (1-888-673-7648). Non-residents may apply for one combination archery permit per season.  Non-resident archery hunters will be unable to purchase an over-the-counter (OTC) combination archery deer permit after the season begins on Oct. 1 if they have previously obtained an antlerless-only archery deer permit.  Antlerless-only archery permits will be available throughout the season OTC at local license agents, by phone or through DNR Direct Online License Sales. ARCHERY DEER PERMITS

Season Dates:
October 1 - January 16 in Cook, DuPage, Lake and portions of Kane County east of State Rt 47 . October 1 - January 16 in all other counties except that archery hunting is CLOSED November 19, 20, 21 and December 2, 3, 4, 5 for the two firearm deer seasons. Hunters must wear blaze orange during the Youth Season October 9, 10, the December 10, 11, 12 Muzzleloader season and the Late-winter and CWD Seasons (December 30 - January 2 and January 14 - 16, 2011).

Non-Resident:
In addition to a valid deer hunting permit hunters are required to purchase either a 5-Day (35.75) OR Annual (57.75) Hunting License AND a Habitat Stamp (5.50).

All Hunters:
Only one annual license and habitat stamp is required to hunt for the entire 2010 deer season regardless of the number or type of permits held by a hunter. 2010 Licenses are good until March 31, 2011.

YOUTH EITHER SEX FIEARM DEER HUNT (Residents and Non-Residents)

Season Dates:
October 9 & 10

2010 Youth Either Sex Firearm Deer Permits will be sold over-the-counter at any license vendor starting August 3rd until the end of the Youth Deer Season, October 10th.  Youth Deer hunters are limited to one Youth Deer Permit per season.  The cost of a Youth Either Sex Firearm Deer Permit will be $10.50.  If ordering by phone or internet, the permit will be mailed to your within 7 – 10 business days.

LATE WINTER FIREARM SEASON (Handgun, Shotgun, Muzzleloader/Antlerless-Only)

Season Dates:
December 30 - January 2 and January 14-16, 2011

Application dates (Residents)
Special Hunt Area Lottery – October 26 through November 22

County Permits will be available Over-The-Counter at local license agents in mid December. The cost for a Late-Winter County Permit will be $17.50.

CWD SEASON (Handgun, Shotgun, Muzzleloader/Antlerless-Only)

Season Dates: December 30 - January 2 and January 14 - 16, 2011
CWD Counties: Boone, DeKalb, Kane (W of Rt. 47), McHenry & Winnebago.

Permits will be available over-the-counter at local license agents in mid December for $5.50

Leftover NR archery permits will be available first come first serve after August 1.   DNR has to run the lottery due to the outfitter permits and the application system needs some changes to be made before they can get running.  Everyone will have to wait for Aug 1 to apply for leftover permits.

There was a total of 18,488 applicants for archery permits.  To date everyone will get a permit.  They are unsure whether they can issue all statewide permits or whether they will have to hold a lottery because of the outfitter permits.  They are checking their options on the Ad Rule.
 
The remainder of permits may be lost.  It seems as though the Ad Rule process only allowed for a lottery process with applications period ending on July 31 and no way to allocate permits after that.  We are looking into it and trying to get movement on it.  It is a total waste to have 1500+ permits wasted because of some red tape.  We will keep you updated if anything changes.

The Administrative Rules will be heard on the 14th of June and we will update you on their results.  General consensus is that they will pass without any problems.  Here is a brief rundown of what the Rules encompass.

  • It will create a lottery system to administer NR Archery Permits.
  • Applicants will apply via a phone application or an online application.
  • Application period for 2005 will run at least the month of July and possibly the last 2 weeks of June.  (We will let you know once the rules are approved.)
  • There will be a drawing (much like the shotgun drawing) the first week of August for the NR Archery Permits.
  • 20,000 permits will be available.
  • Applicants can put in for group hunts-limit 6 per group.
  • Clients of Registered Resident and NR Outfitters will be given preference for the first 7500 permits drawn.  Applicants can use an outfitter number on their application to get into this preferred drawing.  Applicants using an outfitter number will  only be able to hunt on that outfitter’s controlled ground for that year.
  • Unlimited NR doe permits will be available over the counter at 25.00 each.

It was a long, tough legislative session and we gained significant ground.  Although the new system is not perfect it is better than the past systems.  Compromises had to be made to gain any ground.

Notice to 2005 Nonresident Archery Deer Hunters

Summary of rule changes that affect archery permit distribution and harvest reporting for the upcoming hunting season.

Disclaimer: Please be aware some changes are still tentative, be advised to watch this website for any further changes. Additional information will be posted on June 15, 2005.

The process for obtaining Non-resident Archery Deer Permits for the 2005 season has been changed. Permits will NOT be available on a first-come, first-served basis via the phone. Instead all hunters will submit applications via phone or internet for inclusion in a lottery draw that will take place after July 31, 2005.

There will be 20,000 nonresident combination archery deer permits available, each consisting of one either-sex permit and one antlerless-only permit. The fee for the nonresident combination archery deer permit will be $325.00 plus a processing fee of $2.50 plus 2.5% of the total sale. Applicants may apply during the period June 15th through July 31st via telephone at 1-800-705-4164 or via the internet at http://dnr.state.il.us/admin/systems/index.htm for this year’s lottery. Permits will be allocated using a computerized, random lottery drawing conducted after July 31. Applicants may submit only one application for the nonresident combination archery deer permit. In addition, up to 6 hunters will have the opportunity to apply as a group.

In addition to these 20, 000 combination permits, an unlimited number of anterless-only archery deer permits will be available to any nonresident for $25.00. These antlerless-only permits will be available at any of the 1200 Illinois Department of Natural Resources license agents. Nonresident deer hunters are required to possess a valid Illinois Nonresident Hunting License ($50.75 annual or $28.75 5-day) and Habitat Stamp ($5.50) in addition to their deer permit (unless exempt). These items may be purchased at the time of application (via phone or internet), or from license agents upon arrival in Illinois.

Successful hunters must register their harvest by 10:00 p.m. on the same calendar day the deer was taken by calling the toll-free telephone check-in system at 1-866-ILCHECK or by accessing the on-line check-in system at http://dnr.state.il.us/vcheck.They will be provided with a confirmation number to verify that they checked in their harvest. This number must be written by the hunter onto the temporary harvest tag (leg tag). The deer must remain whole (or field dressed) until it has been checked in.

This means the cap number will be 20,000 and stair-stepped increase in the future.  Permits will be $300 this year.  This is NOT final yet, but getting closer.

Friday was the the final day for bills to clear their chamber of origin.  Here is the status and where we stand.

 HB 1161—Rep. Dugan’s deer cap elimination bill was held on second order of reading in the House with no further action taken. Bill is dead.

 HB 1074—Rep. Reitz’ DNR non-resident permit fee increase bill amended to require DNR to issue no-less-than 20,000 non-resident archery permits passed by an 82-33-1 vote.  Representatives Tenhouse and Watson were among those voting no. Opponents cited either the proposed fee was too high and/or the bill didn’t eliminate the cap.  Illinois Farm Bureau supported passage of the bill as a compromise step toward ultimate elimination of the cap.  It is important to note that the additional 5,000 permits could result in a very significant $10-12.5 million boost to rural counties. 

 [Bill Synopsis:  Amends the Fish and Aquatic Life Code and the Wildlife Code. Defines "resident" to require permanent abode in this State rather than actual residency. Requires domiciliary intent. Amends the Wildlife Code. Prohibits the Department of Natural Resources from (i) limiting the number of resident archery deer hunting permits and (ii) limiting to less than 20,000 the number of nonresident archery deer hunting permits. Increases deer hunting fees. Makes other changes. Effective immediately.]

 Sen. Sieben is the sponsor for this bill in the Senate.

 At the last House Ag and Conservation committee hearing—convened to hear the amendments to HB 1074, significant concern was expressed by the Illinois Recreational Resources Organization regarding the proposed fees.  They contended that doubling the non-resident permit fee would put an economic cap on non-resident hunters.  They also noted that with those fees, Illinois would be the highest priced deer hunting state in North America..  Their concern is that as the State drives away business, that business will not come back.  It should also be noted that United Bowhunters of Illinois testified that they opposed any fee hike during Senate A&C committee debate on SB 1726. 

 SB 1726—Sen. Sandoval’s deer cap elimination bill passed out of the Senate on a 58-0-0 vote.  SB 1726’s champion in the House is Rep. Dan Reitz—won’t this be interesting?  Rep. Art Tenhouse has signed on as a co-sponsor.

 There is a short time period for action by either chamber on bills passed to them from the other chamber.  As action is taken on these bills, an update will be forwarded. 

 We will keep you informed.  We have some leveraging power with SB 1726 to eliminate the cap passing 58-0.  We will be at the Capitol on Wed this week to formulate a game plan for the next few weeks.  Dnr officials commented that they were under the impression that NR hunters would pay any fee charged for permits.  We contend that at nearly 500.00 per license/permit we would probably sell 12,000 permits which results in 6 million dollars revenue for DNR, but if we sell 20,000 permits/licenses at 300.00 each we still have 6 mill to the DNR.  So their permit fee increase would gain them zero net revenue plus it would cost the state 8000 hunters in residual revenue.

HB 1161 has been introduced to the House Ag and Conservation committee.  Attached is a list of the committee members.  All of these members need to be called or faxed expressing you support of this bill.

Rep. Lisa Dugan. Kankakee, has introduced legislation to remove the cap on out of state hunting permits.  The bill number is HB 1161.  It amends the Wildlife Code.  Bill states, “Provides that there shall not be a limit on the number of resident or non-resident archery deer hunting permits. Effective immediately.”

This bill may be voted on in committee as early as next Wednesday, February 23, 2005.  You need to call or fax these members right away, before Wed.

The 2004 nonresident archery deer permits will be available July 10, 2004. Nonresident archery deer hunters also need a nonresident hunting license and Habitat Stamp, in addition to their permit. Nonresident hunters may purchase either the annual license or the 5-day license depending on the amount of time they will be hunting.

Nonresident archery deer hunters are permitted one archery combination deer permit for the 2004 hunting season.

Starting @ 8:00 a.m. on Saturday, July 10, 2004 nonresident archery deer permits will only be available via phone-ins ONLY at 1-888-673-7648.

Permits will be issued on a first-come, first-served basis until the quota is reached. Habitat Stamps and hunting licenses will also be available to the caller, who should have their Hunter Safety Certificate number on hand if born after January 1, 1980. Applicants must also supply their social security and driver's license numbers. A processing fee will be charged in addition to the normal issuing fees.

Any permits remaining unsold as of September 2004 will e available from seven Illinois Department of Natural Resources offices until sold out. These offices are located in Sterling,

Clinton, Alton, Benton, Springfield, and Chicago. Addresses and phone numbers can be found at the IDNR website (www.dnr.state.il.us), by consulting a Digest of Hunting and Trapping Regulations, or by calling 217/782-2965.

The Illinois Department of Natural Resources made available 12,843 non-resident archery deer hunting permits on July 13. All permits were sold as of August 12. We are in communication with state officials.  There are rumors that the permit line will open in March.  We are working on getting that changed.  If you are hunting with us, you will be contacted immediately when we know something for sure.  Keep checking here regularly....

There are 12 members of the committee that needed to vote on this resolution.
Only 6 showed up.  Eight were required for a vote.
Unfortunately, when politicians are too weak to show up to vote or voice their opinion against an issue,
they can simply not show up and it goes into effect.  That's the tragedy that happened for all of us today.

We are continuing to fight against this issue.  Our thanks to Rep. Tom Ryder for his support, among others.
We hope this will only be an inconvenience for this year.  With our organized pressure, common sense will surely rule for next year.  But until then......

  • Permit number will be open for 22 hours per day (starting at 4:30 am) until all permits are sold. First come first serve basis.  They will issue approximately 12,843 permits.

Dear Pikeland Friend:

Greetings. A potentially serious issue has surfaced that we want to warn you about in advance.

The State Department of Natural Resources has a proposed change in the administrative rule that will directly affect the way that a non-residents obtain their deer hunting permits. In the past, we have been able to offer tags at the lodge. There was no limit on the number of tags we could obtain and sell. Because of political pressure, the state director has allowed this proposed change to become a serious issue. There are several changes which could affect you.

The details of the change are below. In summary, (along with some details that we have heard are true, but are not spelled out below) they are wanting to discontinue over-the-counter sales of permits. Basically, they are going to force non-residents to phone the state and purchase your tags with a credit card. They are going to limit the number of non-resident tags to the total number sold last year.

They have administrative details already in place and are assuming this will be going into effect. They have, or will be, notifying all non-residents that hunted in Illinois last year directly. We have been told that nonresidents will be required to have a nonresident hunting license (5-day $28.75) permit (NEW), and a habitat stamp ($5.50 - same as in past). Permits will be sold on a first come first serve basis. You will only be allowed one combination (buck/doe) permit. Again, they will be limited to lasts year’s permit sales. The phone lines will open August 1. You will need a credit card and the toll free phone number is 1-866-867-3542. A processing fee of $8.95 will be charged in addition to normal fees. Bottom line – instead of paying $126.50 as in the past, it will now cost you $164.20.

We, of course, don’t agree with any of these changes. It is doing nothing to enhance the management of the herd, and it’s not even making any additional income for the state. We are a member of an outfitter association and have a lobbyist working for us in Springfield. We are very actively pursuing this issue and trying to make sure that it does not go into effect.

However, at the current time, we are planning for the worst. We wanted to alert all our customers so that it will not be a surprise. If and when the time comes that you will have to phone in and get your permit, we will notify you quickly and will need you to phone in and get your tags ordered. This will begin August 1, if it passes. We will notify you the week prior to this. Please be advised that even though permits should be in good supply through much of the season, this action by the state could cause a frenzy of permit buying, so you will NEED to call ASAP on August 1. Again, we’ll let you know for sure.

5) A Complete Description of the Subjects and Issues Involved: The Department will sell non-resident deer permits by phone and at seven Department sites. The phone system will allow purchase of a permit before traveling to Illinois. The total number of non-resident permits will be limited for management purposes.

b) To obtain the single either-sex permit or a landowner/tenant permit, applicants must submit an application to the Permit Office using the official current Archery Deer Permit application form. Applications submitted on forms from previous years will be returned. Applicants must complete all portions of the permit application form. Incomplete applications and fees will be returned. Each applicant must submit a personal check or money order for his individual application. The resident combination archery deer permits are available from license vendors located throughout the State. The non-resident combination archery deer permits are available from license vendors at DNR offices in Chicago, Springfield, Sterling, Spring Grove, Champaign, Alton and Benton, as well as by telephone at 217/782-7305 until all are sold. The number of non-resident archery deer permits shall be limited based upon such factors as biological balance, numbers, health, recruitment and history. Successful non-resident applicants are limited to one archery combination permit or single either-sex permit per year.
